These funds can be used to continue programs that address affordable housing needs; assist homeless persons; provide adequate infrastructure - including street and sidewalk reconstruction; address fair housing issues; and to support programs that enhance civic/community design - protection of the environment; neighborhood preservation and economic development.

In order to improve ride quality and appearance and extend the useful life of the pavement on La Brea Ave, the City of Inglewood has retained Sully-Miller Contractors, (Contractor) to perform full depth reconstruction of roadway, pedestrian and traffic improvements on La Brea Avenue from Hillcrest Boulevard south to Hawthorne Boulevard at. 104th Street (City Limit). Construction is scheduled to begin May 6, 2013, and the project is scheduled for completion, barring any delays due to weather conditions or other unforeseen delays, by September 25, 2013.

Beginning July 1, 2012, the State requires each business in the City that generates four or more cubic yards of waste and recyclables per week and multi-family customers with five or more dwelling units, to recycle. In order to assist its businesses and residents in meeting this requirement and to encourage everyone to recycle, the City has contracted with its franchised solide waste hauler, Consolidated Disposal Service (CDS), to provide recylcing services at no cost to customers. Customers are encouraged to contact CDS at (800) 299-4898 to obtain free recycling service and potentially save money on trash service. Customers may meet the State requirements by self-hauling recyclables or contracting with independent recyclers. The City encourages businesses and multi-family complexes to notify CDS of any independent recycling activities to assist the City in preparing its annual reports to the State.

The Inglewood Police Department is currently issuing the 2013 parking placards to those residents living in residential parking districts. Permits for 2012 will expired on December 31, 2012. In order to obtain the new parking placards, residents must respond to the Traffic Division on the 2nd floor of City Hall located at 1 W. Manchester Boulevard, Inglewood, CA 90301. Business hours are from 7:30 am to 5:30 pm Monday-Thursday. City Hall will be closed for the holidays from December 24, 2012 through January 6, 2013. Regular business hours will resume on January 7, 2012.

The latest ESRI metadata tools are being utilized to document data according to the International Organization for Standardization (ISO) and the Federal Geographical Data Committee (FGDC) standard formats. Dear Inglewood Water and Sewer Customer,
On Tuesday, March 06, 2012, the City Council voted to increase water and sewer rates. This is the first rate increase since 2003, even though the Citycost to purchase water increased 35% in the last four years alone. As a result of not increasing rates over the last nine years, the City has been unable to maintain the water system adequately and has been forced to use water reserves, which were set aside for critical capital and infrastructure improvements to operate the system and finance the deficit between water fees and actual costs to maintain water services. If the City Council had not approved the increases, the City's water reserves would have been exhausted by August 2012.

Despite the rising cost of maintaining, operating and upgrading systems in previous years, this rate increase is the first rate change since 2003.

KaBOOM!, a national non-profit that empowers communities to build playgrounds, and The J. Williard and Alice S. Marriot Foundation recently selected the City of Inglewood as a community playground build partner. Through the KaBOOM! and The J. Williard and Alice S. Marriot Foundation partnership, the City with the help of community volunteers will design and build a new playground for children ages 2 -12 at North Park. North Park is located at 611 Hargrave St.

The Inglewood Public Library is hosting tax preparers from H&R Block as they present a series of free "Never Settle for Less" tax talk workshops in the Main Library's Gladys Waddingham Lecture Hall, 101 West Manchester Boulevard. Lyman Edwards, age 86 of Inglewood was last seen driving his car away from his daughter's home in Los Angeles. Diane Edwards-Oates reported her father missing to the Los Angeles Police Department on Tuesday.

The U.S. Department of Justice's Office of Community Oriented Policing Services (COPS) announced today that the grant application submitted by the City of Inglewood has been approved. Due to the City's current fiscal crisis, the Inglewood Police Department was faced with the potential layoff of eight police officers; the lay-offs were scheduled to take effect on November 5th.

Each camp is an exciting recreational and educational all-day program for children. Kids explore a different theme in each session as well as participate in arts & crafts, educational activities, swimming, supervised outdoor activities and field trips (two per session).

DOLLAR$ will be available for homeowners in the South Bay to upgrade their homes for energy and water efficiency. Through Energy Upgrade California in Los Angeles County, homeowners who complete qualifying energy-saving home upgrade projects can receive rebates and incentives of up to $4,500. Effective March 1, 2011, parking violation fines, penalties and delinquent payment amounts will be increased to recoup surcharge costs imposed by the State of California and maintain compatibility with rate levels assessed by surrounding cities and agencies.
All delinquent penalties rates will be increased by $40.00. Additionally, a State of California mandated surcharge of $12.50 for the Superior Court of Los Angeles has been added to every parking offense. Specific parking citation fines and related penalties are listed in Exhibit A.

Effective March 1, 2010, the City of Inglewood will assess a $3.00 convenience fee for on all parking citation payments made with a credit or debit card via either the Internet or telephone. This new charge will help offset costs incurred in providing this service.

Beginning March 1, 2011, parking meter rates in the downtown and commercial shopping areas will increase from $0.50 per hour to $1.00 per hour. Parking rates in industrial zoned areas will increase from $0.25 per hour to $0.50 per hour. Additionally, a minimum charge of $2.00 will be assessed for individuals who elect to use a credit or debit card to make parking meter payments.

Like many cities and other government agencies, the City of Inglewood is experiencing a major financial crisis stemming from the protracted global recession. Despite everyone's best efforts, with shrinking revenues and continued growth in costs, there are simply not enough dollars available to maintain the same level of service in all areas. That said, and with the goal of maintaining Parks, Recreation and Community Services Department core services, some program and service adjustments have been made.
The City of Inglewood remains committed to providing vital services. We hope the impacted programs and services can be restored as soon as possible. Until that time, the following information provides residents with service expectations for the current fiscal year (October 1, 2010 - September 30, 2011):

Beginning on Monday, November 8, 2010, the I-Line Trolley will now include new stops at The Village at Century shopping complex. The new stops will appear at the following locations: Prairie Ave. and Hardy St.; Century Blvd. and Doty Ave.; Century Blvd. and Club Dr.; Century Blvd. and Village Dr.; Crenshaw Blvd. and Century Blvd.; Crenshaw Blvd. and Hardy St.; and 90th St. and West Blvd./Carlton Way. Free Trolley service will operate Monday through Friday from 10:00 a.m. to Noon and 1:00 p.m. to 5:00 p.m., beginning and ending each loop at the Inglewood Senior Center, located at Vincent Park, 330 Centinela Avenue.

"Make a Splash -- READ!" is the theme this summer at the Inglewood Public Library. The Children's and Youth Services Division is continuing its annual summer reading challenge to encourage children and teens to continue to read for pleasure over the summer months.
The Summer Reading Challenge will have a variety of free daytime and evening events including storytimes, crafts, movies and more throughout the months of July and August. The Friends of Inglewood Public Library will be sponsoring professional presenters and entertainers.
Register now for the Summer Reading Challenge at any of the three library locations. The challenge ends on August 11th. All participants from all three libraries will be invited to a Culmination Party on August 14th.

I have enjoyed the tremendous challenge of working with the wonderful team of dedicated public servants and staff to improve the Citys infrastructure as well as its business and family environment for the wonderful people who live and work here. While I am proud of the progress the City has made during my nearly two years in this demanding role, many challenges remain ahead for the elected leaders as well as my future successor. Manchester Blvd Reconstruction Update for the week of March 15-19, 2010
The following work will occur on Manchester Blvd. this week:
- “Dig-Outs” (deteriorated asphalt section repairs) will start tonight (March 16, 2010), from 9 pm to 5 am. The construction work will occur from Manchester Bl., eastbound, from Inglewood Ave. to Van Ness Ave.
- Construction crews will remove the peelings of reinforcing fabric (between Manchester Bl., east and westbound, from Van Ness Ave. to Crenshaw Drive), which is a result of pavement grinding, from March 13, 2010- March 17, 2010. The work will occur between the hours of 9 pm and 5 am.
- On March 17, 2010, paving occur from 9 pm to 5 am on Manchester Bl., east and westbound from Van Ness Ave. to Crenshaw Drive. The Public Works department is switching to paving during the night time, since temperatures have come up over 50 Degrees Fahrenheit. The work will occur for the next 7 days. Benefits of having the construction work occur at night are that it reduces the impacts of construction on local businesses, residents, and traffic flow. Additionally, Grinding of asphalt pavement will start at 9 pm to 5 am on Manchester Bl., east and westbound from Crenshaw Drive to La Brea Ave.

The Crenshaw/LAX Transit Corridor Project team will host Station Area Planning and Maintenance Facility Planning workshops. Each meeting will focus on a different segment of the corridor and will present specific information on the station(s) located in that segment. Please note which stations are associated with each meeting. The same general information on maintenance facilities will be presented at every meeting, including an assessment of all new sites under study in this phase of analysis and an update from our maintenance facility meeting on February 24th. Southern California Edison (SCE) has announced a power outage which will occur in an area West of City Hall beginning at 8 p.m. on Saturday, February 13, 2010, and ending on Sunday, February 14, 2010 at 12 noon. The affected area is bounded by Regent on the north, Manchester on the south, La Brea on the east, and Grevillea on the west. This service interruption is necessary to facilitate repairs, improvements, and upgrades in the infrastructure in order to increase system reliability for the future. The times have been provided by SCE as an estimate and circumstances may affect both the start and completion times.

The California Department of Transportation (Caltrans) proposes to construct a new south half interchange on Interstate 405 freeway at Arbor Vitae Street, which would include a new southbound on-ramp and a northbound off-ramp. The new ramps would span approximately from Arbor Vitae Street to Century Boulevard. The project also entails widening the existing Arbor Vitae Street overcrossing bridge from 78 feet to 90 feet.
Caltrans has published a Draft Environmental Assessment/Initial Study (EA/IS) for which they have solicited comments from the public. The City of Inglewood has submitted the following comments on the EA/IS findings.

The 2009-2010 Annual Action Plan is available for public review through August 7, 2009. The Annual Action Plan is a document that describes the City of Inglewood’s one-year implementation strategy for funding that it anticipates receiving from the United States Department of Housing and Urban Development (HUD). This anticipated funding will be used for projects or programs that meet community development and housing needs that have been expressed by the residents and approved by the City Council. As required by federal regulations this report is due to HUD at least 45 days prior to the start of the City's fiscal year which begins on October 1, 2009. The City of Inglewood is proud to celebrate its 100th year anniversary as an incorporated city. The “official” Centennial Celebration will get underway on Saturday, February 9, 2008, with an Opening Ceremony and Fireworks Spectacular at the Amphitheater located at Edward Vincent Park, 700 Warren Lane. The event will take place from 3:30 p.m. to 5:30 p.m. and include performances by local community groups, historical retrospectives and special celebrity guests. The event will culminate at dusk with an elaborate fireworks display.
On Thursday, February 14, the City will host a Birthday Party at City Hall which will include the unveiling of two historic time capsules – one moved from the original City Hall building and a new capsule placed in 1973 as part of the dedication of the existing City Hall building.

Basic phone and cable services were interrupted the week of November 6, 2006 for AT&T customers in parts of Inglewood generally concentrated south of Manchester to the southern Inglewood border (approx. 116th Street), and between 405 Freeway on the west and Crenshaw Blvd. on the east. AT&T worked throughout the week to repair the cable line and restore services to all of its customers by November 13, 2006. Customers may call 888.723.2624 to obtain updates for any work in progress. Should problems persist independent of the outage, customers are reminded that they may also call 611 to initiate a Trouble Call.

“Desalting Water,” the eighth episode of the “California’s Water” public television series produced by Huell Howser, is set to air November 9 at 6 p.m. on KCET.
“Desalting Water” examines desalination technologies that local water agencies are investigating to help stretch supplies. Today, dozens of projects are in the planning stages, both in northern and southern California. Improved technology to strip ocean water and even brackish groundwater of salts has made desalination more feasible and less expensive.

On Saturday, September 9, 2006, at about 1320 hours, Officer Haskell was involved in an off-duty traffic collision as he was riding his motorcycle southbound on Angeles Crest Highway.

The City’s commemorative ceremonies will celebrate the lives of war heroes from the City of Inglewood and also pay tribute to the courageous men and women who are currently serving in the armed forces. For the 22nd year, the City of Inglewood will recount the numerous contributions of Dr. Martin Luther King, Jr. at its annual march and ecumenical service on Saturday, January 15, 2005. New this year, the City will kick-off its King Day celebration with a rousing ecumenical service at 9:00 a.m. in the sanctuary at The Tabernacle at Faithful Central Bible Church located at 321 N. Eucalyptus Avenue. Immediately following the special service, over a thousand marchers will take to the streets to reenact, in a tribute to Dr. King, the symbolic marches of the 1960’s.
